Hispanic Emphasis Program
The Hispanic Emphasis Program provides information on
issues such as employment, promotion, training, and career enhancement affecting
Hispanic employees and applicants in NRCS.
Program Objectives
The Hispanic Emphasis Program is an integral part of the
total Equal Employment Opportunity program and is designed to:

Ensure that the Hispanic community receives equal
treatment in all aspects of employment;

Increase the total number of Hispanics in all
Professional, Administrative, Technical, Clerical and other occupations (PATCO)
categories, series, and grade levels;

Provide opportunities to participate in training and
training programs, such as career enhancement, graduate studies, and others;
-
Encourage the participation of Hispanics in all NRCS-sponsored
programs and activities; and
-
Provide a network of professional support for
Hispanics.
Hispanic Emphasis Program Manger
The Hispanic Emphasis Program Manger has responsibilities
to employees and leadership. Duties include:

Advising the State Conservationists on matters
affecting the employment and advancement of Hispanics.

Development and implement the Affirmative Employment
Program Plan.

Provide training and training resources to employees.
-
Contact Hispanic community organizations to learn about
potential Hispanic job applicants and topics of interest to the Hispanic
population
-
Attend job fairs or other functions at local high
schools, colleges, and universities to obtain names of applicants and
provide job counseling; send recruitment literature to schools and community
groups; sponsor workshops and speakers, information booths at conferences,
career days, and other training programs;

Develop
statistics concerning training, attrition, identification of barriers to
recruitment, employment.

Keep the National Hispanic Emphasis Program
Manager informed of field activities affecting Hispanics.

Serve as a resource person to the Civil Rights
committee regarding Hispanic issues.

Serve as local representative at national, regional,
and state meetings concerning Hispanic issues.

Serve as communication link between employees and the National
Hispanic Emphasis Program Manager, keeping employees aware of Hispanic
Emphasis Program activities through memoranda, bulletins, newsletters, and
other appropriate means.
